According to local news reports, WLOX Biloxi, the fatal pedestrian hit-and-run accident occurred on January 13 in the evening hours, around 5:45 p.m. 70-year-old Norris Payne is said to have been driving in the area of Main Street and Esters Boulevard when he hit a pedestrian. Officials investigating the accident indicated that they responded to that location after reports of a car accident involving a pedestrian. Law enforcement officers were made aware that as they were responding to the scene, Payne was fleeing in his vehicle. Law enforcement officers then found the pedestrian victim still alive at the scene of the accident, suffering from serious injuries. Although emergency medical care was administered, the pedestrian victim, unfortunately, died at the scene of the accident.

Fortunately, according to reports, bystander witnesses were able to give investigating law enforcement officers a description of the vehicle Payne was driving and his vehicle tag number. As a result, officers were able to locate Payne’s vehicle and he was, ultimately, arrested and charged.
